CONSTITUTION
AND BY‑LAWS
ARTICLE 1. NAME
The name of this organization shall be the
"Links at Victoria Senior Men's Golf Club."
ARTICLE 11.
OBJECTIVES
a. To promote, foster, regulate, develop and conduct
golf activities among and
for members of this club.
b. To establish and maintain standard handicaps for all
members of this club.
C. To promote competitive interest and establish a
regular tournament schedule
by affording convenient
and authoritative means of
arranging dates and
places for tournament
competition.
d. To recognize that the organization is for the benefit of
the whole without regard to
ability and with no benefit
out of earnings to any
member or officer.
ARTICLE III MEMBERSHIP
Total regular membership in the club may be limited
at any time by a majority vote of the Board of Directors at a regularly called
meeting. In no event shall the limit be less than 250 or more than 400.
Membership Qualifications:
a. Any person 60 years of age and older shall be eligible
for membership.
b. No eligible person shall be denied membership
because of race, creed,
national origin, political
affiliation, marital status,
sex, age, or disability.
C. Applications for membership in the club shall be
submitted on membership
forms pre‑approved by the
Los Angeles County
Department of Parks and
Recreation.
d.
The
Club Membership Committee will consider
applications for membership in the
numerical and/or
chronological order
in which they are received.
The identity of each member of
the Membership Committee
shall be known to
all applicants.
e. If the club membership limit is reached, a waiting list
shall
be established, and
as openings occur membership
applications
from the waiting list will be considered in the
numerical and/or chronological order in
which they were received.
Dues
Annual
dues for each member shall be set annually by the Board. An initiation fee must
be included with the dues, and must be posted. The above dues are due and
payable on the first day of October each year with a grace period of
no more than 45
calendar days.
Fiscal
club year shall be from January 1 to December 31.
All
matters of membership qualification shall be fulfilled before
any member shall be entitled to any benefits of this organization. Club
competition shall require the following matters of eligibility:
a. Be an
amateur golfer under Rules of U.S.G.A.
b. Have a current established handicap
with a recognized Golf
Association.
c. Possess and display
on request a paid‑up Club Membership Card, properly validated as to
handicap.
d. Be on suspension-free status.
ARTICLE IV. MANAGEMENT
The control and management of the affairs, funds,
and property of the organization shall be vested in the President. The
President shall choose his cabinet (Secretary, Treasurer and Committee
Chairmen) from the Board of Directors.

ARTICLE V.
OFFICERS OFFICERS
The officers of the club shall be President,
Vice President, four
Board Members, Secretary and Treasurer. The
Board may be
Increased to five or six.
ARTICLE VI.
ELECTION OF OFFICERS
a. President. The Vice President shall succeed the
President with a simple
majority of the Board.
b. Vice President. The Vice President shall be
nominated from the current
Board of Directors and
elected by a simple majority
of the Board.
C. Board of Directors: Any member who meets the
qualifications according to
the By‑Laws are elected by
a simple majority of the
club members voting.
LENGTH OF TERMS
a. President = 3 years
b. Vice President 3 years
C. Board Member 1 year
QUALIFICATIONS
TO HOLD OFFICE:
At least 12 months of continuous membership prior to
the August meeting of the election year. Be a member in good standing with the
club, PLGA and USGA.
ARTICLE VII. OFFICER
RESPONSIBILITY
To accept and enforce the
Constitution and By‑laws.
a. President ‑ Manager of all club affairs and
functions.
Appoints a Secretary,
Treasurer, Tournament
Chairman and Handicap
Chairman along with all
committees from the Board of
Directors.
b. Vice President ‑ Assists the President in any
capacity
requested by the President.
C. Board of Directors ‑ To monitor the Officers and
business of the club, and
bring any improprieties by
its Officers before the
Board and initiate any
procedure against the
Officer, including the President
and Vice President. A 3‑1 vote by the Board is
needed to remove an Officer.
ARTICLE
Vlll MEMBER SUSPENSION OR EXPULSION
Any member (including
Officers) shall be bound by the
Constitution and By‑Laws and may be
removed for failing
to honor or accepting these laws. The member
may be
suspended or expelled for immoral or criminal
conduct and
failing to honor the laws of the Club. The
Officers of the
Club will make a determination on whether or
not ‑action
should be taken against a member after
looking at the
evidence against him. The member is notified
of the
decision of the Board and if indicted, the
member has 14
days to respond to the charges. The Officers
of the Club
are responsible for the final decision on a
General
Member.
ARTICLE
IX TOURNAMENTS
The tournament Prize Guide
Chart shall be used to
determine tournament winners. Low Gross shall
be
computed first in all cases and followed by
computation of
the Net Scores omitting the Low Gross
winners. The
amount of a prize shall not be considered
when computing
Gross and Net Scores. (SEE ATTACHED CHART).
Tournaments shall be flighted: 60‑69/70
up whenever
possible. There shall always be a tournament
for Senior
Club Champion and Supker Senior Club Champion
based
on gross scores.
ARTICLE X MEETINGS
April
November (Elections)
Special ‑ 24 hour advance notice to Officers,
may be Called by the Board or President.

LOW
GROSS WINNERS WILL BE DETERMINED AT THIS TIME. HANDICAPS SHALL THEN BE USED TO
DETERMINE THE NET WINNERS. THE AMOUNT OF A PRIZE SHALL NOT BE CONSIDERED WHEN
COMPUTING GROSS AND NET SCORES.
THIS
CHART IS BASED ON A $10.00 PRIZE FUND CONTRIBUTION. THE INDIVIDUAL PRIZES WOULD
INCREASE WITH A LARGER CONTRIBUTION. EXAMPLE: IF $20.00 PER MAN THE PRIZES
WOULD DOUBLE.
